Objectives of the Council of Europe

The overall goal of the Gender Equality Strategy 2018–2023 of the Council of Europe is to achieve the effective realisation of gender equality and to empower women and men in the Council of Europe Member States.

To that end, the Council of Europe supports the strengthening of the legal framework in the field of gender equality, under the guidance of the Gender Equality Commission (GEC).

The Strategy sets six objectives:

1) preventing and combating gender stereotypes and sexism

2) preventing and combating violence against women and domestic violence

3) ensuring the equal access of women to justice

4) achieving a balanced participation of women and men in political and public decision-making

5) protecting the rights of migrant, refugee and asylum-seeking women and girls

6) achieving gender mainstreaming in all policies and measures
