The state authorities with a key objective of promoting gender equality are the Ministry of Economic Affairs and Communications and the Gender Equality and Equal Treatment Commissioner. The Gender Equality Council acts as an advisory body to the government.

However, the obligation to promote gender equality is much broader than the aforementioned institutions and encompasses all state and local government authorities, educational, research and training institutions as well as employers.

There are a number of non-governmental organisations in Estonia that support the promotion of gender equality.

Several international organisations are active in the promotion of gender equality.
